This happened to me as well. Unfortunately Apple feels they can place find in pending status without your consent. Now scammers are using it to their advantage.

I’m not gonna lie we need a better support like a phone number or live chat beacuse this aint it  I need help with my pending ive emailed the support and still no responses its been forever i got work to publish, this is business we talking about, and I’m not playing About my business.
